US Brokers Ukraine Discussions in the UAE as Trump Administration Seeks for Settlement

High-level discussions with US, Russian, and Kyiv representatives are underway in Abu Dhabi this Tuesday, representing the latest step in initiatives to broker a ceasefire deal to resolve the continuing war in Ukraine.

High-Level Participants and Initial Discussions

American military Secretary the US representative allegedly held talks with a Russian delegation on Monday night, with discussions extending into the following day.

“The talks are going well and we remain optimistic. He is working in tight alignment with Washington as discussions unfold,” his spokesperson remarked.

Ukraine’s military intelligence chief, Kyrylo Budanov, was also expected to take part in the proceedings, though details were vague whether face-to-face talks with Moscow’s delegates would happen or if separate bilateral meetings would be held.

Membership of the Moscow group was unconfirmed. “I have nothing to say. Media accounts are being tracked,” a Kremlin spokesperson told state media.

Context and Updated Proposal

The current talks follow prior discussions in a European nation where US and Ukrainian officials revised a draft US proposal for resolving the war.

Russia has so far not approved the most recent iteration of the proposal and is unlikely to accept many of the Ukrainian changes.

Russia’s foreign minister, the Russian diplomat, emphasized that any revised agreement must reflect the “essence and wording” of what was discussed during previous high-level meetings between both countries.

Global Responses and Concerns

EU leaders are reportedly finding it difficult to remain involved in the process as American representatives take the lead.

Finland’s president, a European figure, who has emerged as a key mediator between the US and European leaders, stated that the next few days would be crucial in efforts to secure a resolution.

He allegedly spoke with the Ukrainian president and Nato officials, stating that “Ukraine’s destiny must be determined by Ukrainians, and while European security matters are for Europe to resolve.”

Meanwhile, the France’s leader, the French official, cautioned against a peace deal that would represent a “surrender” for Ukraine.

“The current proposal indicates what Moscow might find acceptable. But does this imply it should be endorsed by Ukraine and Europe? Certainly not,” he stated.

Specifics of the Original US Proposal

American plan was reportedly made up of multiple articles and was drawn from discussions between American and Russian officials, with input from Kyiv defense authorities.

Key elements of the plan reportedly included:

  • Ukraine ceding territory currently occupied by Russia
  • Additional zones that would be required to be willingly given up
  • Restrictions on the scale of the military forces
  • Amnesty for all parties in the war regarding violations

Latest Developments and Continuing Challenges

The US representative reportedly went to Kyiv to inform the Ukrainian president on the proposal and press rapid approval.

This demand, coupled with the leaking of the proposal, reportedly took by surprise Ukrainian and European officials.

Zelenskyy reportedly that the country was facing one of the toughest moments in its existence and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”

Later, Driscoll briefed Nato representatives on the proposal in the capital, with one attendee labeling it as “an extremely difficult session” and noting that European officials were shocked by both the substance and manner of the delivery.

The US administration later softened its stance, indicating that the 28-point plan was an “initial basis for negotiation” rather than a final ultimatum.

Military Situation Amid Talks

While diplomatic efforts proceed, Russian forces has continued its regular attacks on Ukraine’s cities.

Russian forces allegedly launched numerous of missiles and many of unmanned aircraft at targets in and around Kyiv, as stated by Kyiv sources.

Zelenskyy emphasized that Moscow must not feel it could win the war while talks were ongoing.

“Crucially, all allies must advance toward diplomacy collectively, with unified action. Measures against Russia need to produce tangible effects,” he stated.

Kyiv’s mayor confirmed that multiple people had been fatally injured in the overnight attack on the city.
