Back in October 2022, as Rishi Sunak took over as British prime minister, he was the fifth UK leader to occupy the role in six years.
Triggered in the UK by Brexit, this represented exceptional governmental instability. So how might we describe what is unfolding in the French Republic, now on its sixth premier in two years – with three in the last ten months?
The latest prime minister, the newly reinstated Sébastien Lecornu, may have gained a brief respite on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the cost of his administration's continuation.
But it is, at best, a short-term solution. The EU’s second-largest economy is locked in a political permacrisis, the likes of which it has not witnessed for decades – perhaps not since the start of its Fifth French Republic in 1958 – and from which there appears no simple way out.
Key background: ever since Macron initiated an risky early parliamentary vote in 2024, France has had a hung parliament separated into three warring blocs – left, far right and his own centrist coalition – without any group holding a clear majority.
Simultaneously, the country faces dual debt and deficit crises: its debt-to-GDP ratio and budget shortfall are now almost twice the EU threshold, and strict legal timelines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.
In mid-September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he encountered anger from allies and opponents alike.
To such an extent that the following day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in recent French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job all but impossible.
Another twist in the tale: shortly after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a last-ditch effort to salvage cross-party backing – a task, to put it gently, filled with challenges.
Next, two of Macron’s former PMs publicly turned on the embattled president. Meanwhile, the right-wing RN and leftist LFI refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he appeared on television to say he believed “a path still existed” to prevent a vote. The leader's team confirmed the president would appoint a new prime minister two days later.
Macron kept his promise – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the country’s rival political parties were “creating discord” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and can he pass that vital budget?
In a critical address, the 39-year-old PM spelled out his budget priorities, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be frozen until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would not back no-confidence motions proposed against Lecornu by the extremist factions – meaning the government should survive those ballots, due on Thursday.
It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”
The problem is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how tough Lecornu’s task – and future viability – will be. A total of 264 deputies from the far-right RN, radical-left LFI, Greens, Communists and UDR want him out.
To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, similar to his forerunners, finished.
Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the dysfunctional assembly musters collective will to pass a budget by year-end, the outlook afterward look bleak.
So does an exit exist? Early elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.
Another possibility might be for Macron himself to step down. After winning the presidential election, his replacement would dissolve parliament and aim for a legislative majority in the ensuing legislative vote. But that, too, is uncertain.
Polls suggest the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.
In the end, France may not emerge from its quagmire until its politicians acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
“The system wasn't built to encourage – and actively discourages – the formation of ruling alliances common in the rest of Europe. The Fifth Republic could be in its final stage.”
